Most Creative servers run PlotSquared (one plot per player, expandable, with permission control), WorldEdit (//set, //replace) and FastAsyncWorldEdit for huge selections.

A server running in Creative mode where players have unlimited access to every block and item, can fly freely, and build without any survival constraints. The focus is entirely on construction and design.
Most use PlotSquared or a similar plugin that assigns each player a private plot of land they can build on and protect. You can expand, merge, or share plots with friends. Free-build zones exist on some servers for collaborative projects.
Most Creative servers grant WorldEdit access, usually unlocked through playtime or rank. It lets you copy, paste, rotate, and transform large selections of blocks instantly rather than placing them one by one.
On Creative servers the challenge is entirely aesthetic and technical rather than resource based. You are judged on design, detail, and creativity rather than what you managed to gather. Many players use Creative servers to plan builds they later recreate in Survival.
